About Ex-US Ambassador Noah Mamet: When W. Averell Harriman worked for the United States’ Foreign Service it was done to help his country. US President Franklin D. Roosevelt asked him to serve in Russia because Roosevelt knew Harriman maneuvered well there. Harriman’s work contributed to fundamental US foreign policy – along then with George F. Kennan – and might have prevented catastrophes. He worked in Russia as service to the world, not at all to create a business for himself. On the other hand, some diplomatic appointees are evidently given ambassadorships by the president of the United States as thank-you’s for fundraising. In many cases the appointees may not even know much about the countries to which they are to be posted. This can be an embarrassment, as in the cases mentioned in the above Washington Post article, which included appointees to Hungary, Norway, and here, Argentina, with Noah B. Mamet (apparently no relation to David Mamet the playwright). Each of these gathered over $500,000 for a US presidential campaign, I guess, and as a reward given the opportunity to be an ambassador. On a side, but not unrelated note, I’ve known a couple US ambassadors, one was a fundraising type, like those above, & I understand there is precious little training involved for them. This might seem ludicrous, that the supposed highest representation of the US government on foreign soil has perhaps done nothing more in official preparation than attend so-called “charm school” in Foggy Bottom, but somehow it’s always worked. Sobre el Ex-Embajador Noah Mamet Cuando W. Averell Harriman trabajaba para el Servicio Exterior de Estados Unidos, lo hacía para ayudar a su país. El presidente estadounidense Franklin D. Roosevelt le pidió que sirviera en Rusia porque Roosevelt sabía que Harriman se manejaba bien allí. Mauricio Macri De mi mayor consideración: Considerando que la economía argentina se sostiene en una base agrícola, es lamentable que este modelo se encuentre jaqueado por el mal uso de los agroquímicos. Los inversores extranjeros se preguntan sin duda por qué no existe una agencia federal con autoridad para determinar el uso correcto de los agroquímicos, y de esta manera hacer sustentable el negocio agrícola argentino. Tal como está ahora, y según siguieron revelando los informes de los medios de comunicación el mes pasado (La Nación, Nov. 10 “Preocupación en los médicos rurales por el uso de agroquímicos cerca de los pueblos” y Telefé, 30 de noviembre “El uso de agrotóxicos bajo la lupa”), el daño que se produce a la vida humana y animal es un problema creciente y el Estado no ha hecho nada de relevancia para corregir el problema. La estructura actual del Estado, incluyendo al Senasa, es fundamentalmente inoperante en lo que respecta a este tema. Una agencia con autoridad para regular el uso de los agroquímicos, con presupuesto independiente y sin necesidad de aprobación legislativa ni ejecutiva anual, ayudaría a resolver el problema de abuso de agroquímicos y ayudaría a proteger vidas. También ayudaría a aquellos en la industria de la agricultura que trabajan con los debidos cuidados, y cuyas reputaciones están siendo manchadas por colegas inescrupulosos. December 7, 2016 President of the Republic of Argentina Engineer Mauricio Macri Dear President Macri: Given Argentina relies on its agricultural economy as its base, it is traumatic this model is plagued by misuse of agrochemicals. Foreign investors no doubt wonder why there is no authoritative agrochemical-control agency – enforcing correct agrochemical use – to make Argentine agribusiness sustainable. As it now stands, and as last month’s media reports continue to reveal (La Nacion, Nov 10 “Preocupación en los médicos rurales por el uso de agroquímicos cerca de los pueblos” and Telefe, Nov 30 “El uso de agrotóxicos bajo la lupa”) the damage done to human and animal life is an increasing problem because the state has done nothing substantive to correct the problem, and the current state structure, including Senasa, is fundamentally worthless. An agrochemical agency – with an independent budget, without need for yearly legislative or presidential approval – would help solve agrochemical abuse, so life is better protected. This will also help those in the agriculture industry who work respectfully, and whose reputations are soiled by abusive peers. This letter is not a call to abandon fitosanitarios, but a cry for sane use, to make the business sustainable, particularly with respect to human life. Estimado/as Diputada di Tullio, Diputado Basterra, Asesora Barletta, Diputado Cabandié, y Otros: Hubiera deseado enterarme del progreso de un asunto que es muy importante para mí, y que supongo que también lo es para Uds. del Frente para la Victoria (y tal vez aún más que para mí). Después de haber intentado comunicarme repetidamente con alguno de Uds., me di cuenta de que parece que no me permitirán saber algo sobre la protección de la salud de la gente de la fumigación con pesticidas. Dear Congresswoman di Tullio, Congressman Basterra, Counselor Barletta, Congressman Cabandié, and Others: Although I had hoped to learn about the progress in a matter dear to me – and one which I suppose is very dear to all of you, too (maybe even more so than for me) – I believe the door has been shut on me by you, for me to learn about the Victory Front’s (FpV) effort to get effective legislation protecting the vulnerable of this country from abusive pesticide-spraying. In a letter to Argentina’s president in mid-Februrary, I expressed my gratitude to the Nation of Argentina for the health care I have received: http://carrascocompass.com/?p=20. It had been in this spirit of thanks, combined with the conviction I thought I felt from certain people – in a companionship-in-struggle way – from some of the FpV community center at M.T. Presidente de la Nación Cristina Fernández de Kirchner Asunto: Huelga de hambre y medicinas de un ciudadano argentino estadounidense en Plaza de Mayo a comenzar el día Jueves 13 de Febrero. Soy un ciudadano argentino norteamericano viviendo aquí desde hace cerca de 10 años. Estoy muy agradecido por los remedios que recibo gratis debido a mi enfermedad crónica. Debido a mi preocupación por los problemas que los pesticidas generan en las poblaciones de Argentina, quisiera ser parte de la solución de este problema junto a Ud. Me tomé el trabajo de contratar a un graduado del Programa conjunto de las universidades de San Martín y Georgetown sobre Política Ambiental (quien terminó su tesis el año pasado sobre Implementación y Aplicación de la Ley de Bosques de 2007).Tratare de reducir *algo del papel en pocos puntos. 1. Al parecer, de acuerdo con el autor, el **Proyecto de Ley de la Sociedad Rural de noviembre del año 2013 es insuficiente al momento de tratar el problema crucial de las fumigaciones cerca de zonas pobladas y; 2. Según el autor, aparentemente el Proyecto de Ley que la Sociedad Rural presenta tampoco aborda la tensión sistémica entre las autoridades de gobierno que se derivan de los conflictos inherentes por la interpretación de los Artículos 41 y 124 de la Constitución Nacional. Evidentemente la implementación y aplicación se ve obstaculizada en su concreción si las autoridades municipales y federales no comprenden qué roles deben cumplir. I have both United States and Argentine citizenship and I have been living here for almost 10 years. I am grateful for the medicine I have been receiving free to treat a chronic illness. Owing to my concern over the problems which pesticides generate for the people of Argentina, I would like to be part of the solution along with you. *I have taken the trouble to contract an environmental studies graduate student from the joint programme of San Martín and Georgetown Universities (who submitted his thesis last year on the “Implementation and Application of the Forestry Law of 2007”). According to him, the **Rural Society Bill of November, 2013, is insufficient for the crucial problem of fumigation near populated zones nor does it tackle the systemic tension between the government authorities deriving from the conflicts inherent to the interpretation of Articles 41 and 124 of the National Constitution. Evidently the implementation and application are blocked if the municipal and federal authorities do not understand their roles. Recently I had the good fortune to talk to an ex-official of the ***California Attorney-General’s Office who was in charge of the use of pesticides. In California (the most important agricultural state in the US with markedly progressive politics), all pesticides must be registered and all workers handling them must be trained, pass exams and be registered. California also has an unusual but apparently effective system (shades of Price Watch) whereby farmers are obliged to report to the government any visible infringement on nearby fields — some of them do co-operate with the government and the system has worked well until now,...
